Following the implementation of BSC Modification P398 ‘Increasing Access to BSC Data’, Elexon is now accepting requests to publish BSC data. Following a data request, Elexon will assess, triage and classify requested data sets. If approved by the BMRS Change Board (BCB), the data will be published on the Elexon website, Elexon Portal and the BMRS website.
If an Open Data Request is published, the data will receive one of four classifications, Open, Public, Shared and Closed.

Once your request has been submitted, an analyst will contact you to acknowledge your request. The request will be processed in accordance with the Process for Requesting BSC Data Code Subsidiary Document.
Open Data Request classification
If an Open Data Request is published, the data will receive one of four classifications:
- Open – Available for all to use, modify and distribute subject to the conditions in the BSC Open Data Licence
- Public – Publicly available but with some restrictions on usage based on the BSC Public Data License
- Shared – Available to a limited group, possibly with some restrictions on usage based on the BSC Shared Data Licence template
- Closed – Only available within a single organisation based on the BSC Closed Data License
Whilst the Open Data Licence will be consistent in all Open Data Requests classified as Open, the other Data Licences (Public, Shared and Closed) are adaptable. Once classified, a bespoke licence will be applied to Open Data Requests in these classifications containing the relevant restrictions that will be applied to the data.
Why does Elexon support open data requests?
‘A Strategy for a Modern Digitalised Energy System’, that access to open data assists progress to net zero by supporting innovators in developing new products and services. They also outlined a clear and transparent process for assessing requests for open data.
Following the BSC Modification Process, Elexon sought the views of energy industry participants and innovators to implement the data request process into the Balancing and Settlement Code.
The advantage of data being made available through the data request process is that:
- a BSC modification is not required to make the data available
- the entire data request process is transparently set out in a code subsidiary document that will be reviewed every two years to stay up to date with best practice
- the published data can be reviewed as and when required
Any BSC data can be requested through this process, including datasets that are already available.
