27 Aug 2020 – The BSC Panel plays an important role in helping to ensure that the provisions of the BSC are given effect; it must do so promptly, fairly, economically, efficiently, transparently and in such a manner as will promote effective competition in the generation, supply, sale and purchase of electricity.

The BSC Panel assesses Modification Proposals against a defined set of criteria laid out in the Transmission Company’s Licence, determines trading parameters and ensures that BSC Parties comply with the BSC rules.
Annual BSC meeting and seminar 2019
Our highly popular Annual BSC Meeting and Seminar on 11 July is a unique opportunity to hear from two exceptional keynote speakers. Joanna Whittington, Director General, Energy & Security, BEIS will be discussing how reform of the codes landscape will benefit the industry. Mary Starks, Executive Director, Consumers & Markets, Ofgem will be discussing how simplifying and consolidating the codes landscape will support the energy transition to the benefit of consumers.
As part of the Annual BSC Meeting, we will give a summary of last year’s achievements. There will be an opportunity to hear how ELEXON is contributing to the industry transformation, including how we’re investing in a digital, scalable platform fit for the future.
You will also have the opportunity to ask members of the ELEXON Board and the BSC Panel questions about our performance and service. The Annual BSC Meeting and Seminar format has proved very popular, in particular as we have highly relevant and influential speakers, BSC Parties will be given priority to attend over non-BSC Parties.
Since the last Annual BSC Meeting, the following directors have been appointed to the ELEXON Ltd Board:
- Sara Vaughan for a three year term starting from 6 March 2019
- David Titterton for a three year team starting from 6 March 2019
BSC Panel Elections
The tenures of the current BSC Industry Panel Members end on 30 September 2018. We will request nominations for Panel Members towards the end of June 2018.
BSC Panel Members are appointed by election (in the case of Industry Members) or by appointment by the Panel Chairman (in the case of Independent Members), the Transmission Company and Citizens Advice / Citizens Advice Scotland as appropriate.
Panel Strategy and Governance
The BSC Panel’s strategic priorities are incorporated in a Strategic Work Programme, which feeds into the Annual BSCCo Business Plan.
An independent review of ELEXON’s Governance was carried out in 2013 by Bill Knight, following which the BSC Panel began to consider its own governance.
