About BSC Committees & Groups

The Balancing and Settlement Code is governed by the BSC Panel and its committees and industry groups. They meet to fulfil the duties of the BSC and discuss issues around day to day operations. This includes how changes to the BSC itself, Code Subsidiary Documents and BSC Systems are developed, assessed and implemented. 

About the BSC Panel

The BSC Panel assesses Modification Proposals against a defined set of criteria laid out in the Transmission Company’s Licence, determines trading parameters and ensures that BSC Parties comply with the BSC rules.

BSC Panel Members are appointed by election or by appointment. BSC Panel Members must act impartially and not be representative of any one Party or class of Parties.

Panel committees

The BSC Panel has established six Panel Committees to support it in fulfilling its various duties, and a number of industry groups also meet regularly to discuss issues arising from the BSC.

Membership of the committees and groups is drawn from the industry. Panel Committee Members must act impartially and not be representative of any one Party or class of Parties.

ELEXON’s role

ELEXON attends the BSC Panel and provides secretariat services. 

The Chairman of the BSC Panel (also the Chairman of the ELEXON Board) may only cast a vote in respect of Panel determinations where there is no overall majority. Save for this exception, ELEXON is not a member of the BSC Panel and has no vote in respect of BSC Panel determinations.

ELEXON also chairs, attends and provides secretariat support to Panel Committees. However, ELEXON is not a member of the Panel Committees, either in its capacity as chair or in any other capacity, and it has no vote in respect of Panel Committee determinations.

27 Aug 2020 – The BSC Panel plays an important role in helping to ensure that the provisions of the BSC are given effect; it must do so promptly, fairly, economically, efficiently, transparently and in such a manner as will promote effective competition in the generation, supply, sale and purchase of electricity.
