The June 2021 Release has been implemented and became effective on 24 June 2021. This page lists the changes implemented in this Release.

P398: Increasing access to BSC Data

The BSC does not fully adhere to open data principles however, by taking action now, we can remain at the forefront of industry development and will be able to create the precedence for industry to follow/emulate.

P398 proposes amending the BSC so that all data is assumed open unless there is a reason otherwise.

CP1530: Validation of measurement transformer ratios by Elexon

CP1530: Introduction of a formalised process for the validation of measurement transformer ratios by Elexon creates a valid list of transformer ratios and introduce a process, documented in Balancing and Settlement Code Procedure (BSCP) 515 ‘Licensed Distribution’, where LDSOs submit transformer ratios to Elexon.

On receipt, Elexon will check that the submitted ratios meet the valid format and establish a list of valid transformer ratios, to be used by LDSOs, on the Elexon Portal.

A corresponding change to the Master Registration Agreement (MRA), which requires all registrations of metering systems to use a ratio selected from the valid set published on the Elexon Portal, has been raised: DTC CP 3576 – Introduction of Valid Sets for J0454 (CT Ratio) and J0455 (VT Ratio.)

CP1539: Inclusion of LCCC as an Affected party in Metering Dispensation applications

The proposed solution is to include the LCCC as an Affected party for future Metering Dispensations by including them in the List of Definitions in BSCP32. It is also proposed to modify the BSCP32 section 4.1 application form to seek confirmation from the Applicant of a Metering Dispensation that they have engaged with the LCCC (where applicable).

CP1540: Strengthening the Qualification – Change of Ownership Process

The PAB has requested this CP be raised to make clear the type of change of ownership that would allow the transfer of Qualification status.

BSC Baseline Statement

The latest version of the Baseline Statement has been updated to v188.0.

The BSC Baseline Statement is a list of all Configuration Items that BSC Parties need to follow when undertaking operational activities. It lists the current version relevant to the process, the effective date, the last Changes implemented in documents and the responsible committee(s).
