SVG Headline report 11 January 2022

The following information is the outcome of the Supplier Volume Group (SVG) meeting dated 11 January 2022. It includes the decisions and comments from the formal Headline Report published as part of the meeting’s documents.

OPEN SESSION – DECISION PAPER

1. Metering Dispensation D/534 Seagreen Offshore Wind Farm (site specific or generic)- (SVG251/03)

1.1 The current Settlement metering Codes of Practice (CoPs) only cover Metering Equipment designed for Alternating Current (AC) circuits. Seagreen Wind Energy Limited (SWEL) has applied for a site specific Metering Dispensation (D/534) from CoPs 5 and 4, for a solution to the issue of metering its Low Voltage Direct Current supplies on its Seagreen Offshore Wind Farm.

The SVG:

  • APPROVED Metering Dispensation D/534 against Codes of Practice 5 and 4, on a lifetime basis, as a generic Metering Dispensation and also to amend D/534 to capture the solutions already covered by D/461 and D/474, and then end-date registrations against them; and
  • NOTED we will present a similar paper to the Imbalance Settlement Group, with a similar recommendation, in respect of CoP4 only.

2. Metering Dispensation D/535 –   CP1527 Implementation Date – (SVG251/07)

2.1 Issue 97 – “Meter shortage risk driven by global materials availability and supply chain challenges” was raised on 20 August 2021. It aims to understand the risk to BSC processes such as New Connections and Meter exchanges caused by the current Meter shortage and recommend any potential mitigation options that may be required.

The SVG:

  • APPROVED Metering Dispensation D/535 against Codes of Practice 3, 5 and 10 on a temporary basis for 18 months from the implementation date of CP1527 (June 2022), as a generic Metering Dispensation; and
  • NOTED that a similar paper was taken to the Imbalance Settlement Group, with similar recommendations, in respect of CoPs 1, 2 and 3.

3. Metering Dispensation D/536 –   Recalibration of Meters (CoPs 3 and 5) – (SVG251/08)

3.1 Issue 97 – “Meter shortage risk driven by global materials availability and supply chain challenges” was raised on 20 August 2021. It aimed to understand the risk to BSC processes such as New Connections and Meter exchanges caused by the current Meter shortage and recommend any potential mitigation options that may be required. This Metering Dispensation proposes to grant a derogation from CoP4 Appendix A for the requirement to re-calibrate Meters registered against CoPs 3 and 5 as recommended by the Issue 97 Working Group.

The SVG:

  • APPROVED Metering Dispensation D/536 against Code of Practice 4 on a temporary basis for 18 months, as a generic Metering Dispensation on the condition that any Meters that were due for calibration in the time period (18 months from approval) for which the Metering Dispensation applies should be re-calibrated or replaced within two years of the end date of this Metering Dispensation.
  • NOTED a similar paper was taken to the Imbalance Settlement Group, with similar recommendations, in respect of CoP 4.

4. MDD Change Requests for Versions 319 – (SVG251/01)

4.1 This paper invited the SVG to approve eight General Change Requests and note 13 Fast Track Change Requests, for implementation in Version 319 of Market Domain Data (MDD) with a go-live date of 26 January 2022.

The SVG:

  • APPROVED eight General BAU Change Requests for implementation in MDD 319 with a go-live date of 26 January 2022
  • NOTED 13 Fast Track Change Requests for implementation in MDD 319 with a go-live date of 26 January 2022.

5. CP1553 ‘Tightening the minimum accuracy classes for Meters and CTs’ – (SVG251/04)

5.1 This document was the Change Proposal (CP) Assessment Report for CP1553 which Elexon presented to the ISG and SVG at their respective meetings on 11 January 2022. The Committees considered the proposed solutions and the responses received to the CP Consultation before making a decision on whether to approve CP1553

The SVG:

  • APPROVED the proposed changes to CoPs 3, 5 and 10 for CP1553
  • APPROVED CP1553 for implementation on 30 June 2022 as part of the standard June 2022 Release.

6. CP1554 ‘Future proofing changes to measurement transformer standards in the CoPs’ – (SVG251/09)

6.1 This document was the Change Proposal (CP) Assessment Report for CP1554 which Elexon presented to the ISG and SVG at their respective meetings on 11 January 2022. The Committees considered the proposed solution and the responses received to the CP Consultation before making a decision on whether to approve CP1554.

The SVG:

  • APPROVED the proposed changes to Cops 1, 2, 3, 4, 5 and 10 for CP1554
  • APPROVED CP1554 for implementation on 30 June 2022 as part of the standard June 2022 BSC Release.

7. Request to extend the review of Metering Codes of Practice (Issue 93) – (SVG251/05)

7.1 Issue 93 was raised in January 2021 to review the BSC Metering Codes of Practice. This paper invited the ISG and SVG to note the progress of Issue 93 and to agree a 6-month extension.

The SVG:

  • AGREED a six months extension to the Issue 93 timeline;
  • COMMENTED on the timetable and approach detailed in this paper;
  • NOTED the progress we have made in Issue 93; and
  • NOTED that we intend to complete the review of all aspects by June 2022.

8. CP1552 ‘Reflecting BSCP501 timeframes in BSCP520 processes’   - (SVG251/06)

8.1 This document was the Change Proposal (CP) Assessment Report for CP1552 which Elexon presented to the SVG at its meeting on 11 January 2022. The Committee considered the proposed solution and the responses received to the CP Consultation before making a decision on whether to approve CP1552.

The SVG:

  • AGREED the amendments to the proposed redlining for BSCP520 for CP1552 made following the CP Consultation;
  • APPROVED the proposed changes to BSCP501 and BSCP520 for CP1552; and
  • APPROVED CP1552 for implementation on 30 June as part of the standard June 2022 Release.

OPEN SESSION – INFORMATION PAPERS

9. New Registration data items and processes to support the transition to MHHS’ – (SVG251/Verbal)

9.1 The Code Change and Development Group (CCDG) has recommended that a number of enabling Changes are progressed before the full Market-wide Half Hourly Settlement (MHHS) Design is baselined in 2022. This CP is in support of Recommendation 1.

The SVG :

  • COMMENTED on the proposal and approach;
  • NOTED the proposed implementation date for this CP; and
  • NOTED that this CP will be raised once we have confirmation from the REC Code Manager of their progression timetable for their Change and once the CSS/REC 3.0 Modification has been raised.

10. CP1555 ‘Provision of consumption data to Distributors for Measurement Classes G and F – (SVG251/Verbal)

10.1 A Post Consultation Verbal update was given to the SVG.

  • NOTED the update
