means, at or relating to any Boundary Point or Systems Connection Point, in respect of any Metering Equipment: (i) the terminating equipment (which may include a modem) necessary to convert data from such Metering Equipment into a state for transmission to the CDCA for the purposes of Central Volume Allocation or to a Data Collector for the purposes of Supplier Volume Allocation; and (ii) the exchange link which is connected to that terminating equipment; but does not include an Outstation;
