Any withdrawal by the Transmission Company (for maintenance or otherwise), breakdown or failure of any electronic data communications systems by which the Transmission Company receives and accesses communications made by Lead Parties, where such withdrawal, breakdown or failure has (and for so long as it has) the effect that all Lead Parties are unable to submit Physical Notifications or Bid-Offer Data or the Transmission Company is unable to receive or access such data submitted by all Lead Parties; has the meaning given to that term in Section Q1.2.1(c);
