BSC Panel Members are appointed by election (in the case of Industry Members) or by appointment by the Panel Chairman (in the case of Independent Members), the National Electricity Transmission System Operator (NETSO) and Citizens Advice / Citizens Advice Scotland as appropriate.
2022 Elections
BSC Panel member elections open on 1 August 2022. Trading Parties are invited to vote on members to serve for the period 1 October 2022 to 30 September 2024.
The deadline for voting in the 2022 BSC Panel elections is 5pm on Friday 26 August 2022.

Who can vote in the elections?
All Trading Parties (as of 20 June 2022) are eligible to vote in the BSC Panel elections. Please note that only one vote from a Trading Party group, per the voting shares register (PDF) is eligible to vote. Where there are multiple votes from a Trading Party Group, Elexon will make contact to determine which vote should be taken forward. If no agreement is obtained amongst the Trading Party Group, Elexon which vote to proceed with.
Each Trading Party may submit a vote for each Energy account it holds (i.e. a Production account and a Consumption account). On each vote, Trading Parties are entitled to provide a first, second and third preference vote. Please note you cannot select the same candidate twice within a vote. For instance, a candidate can be your first preference vote on both the Production and Consumption account vote, but you cannot have a candidate as a first, second and third preference vote within each of the production or consumption account vote.

Andrew Colley
Andrew joined the energy industry in 1988, and has accumulated extensive operational, development and management experience within the wholesale trading and settlement arrangements in the 30 years since; with involvement in most of the key stages of GB electricity market liberalisation and reform in that period, from privatisation to Electricity Market Reform etc.
Currently working within the Energy Economics and Market Development team at SSE, Andrew’s responsibilities include management and development of GB wholesale electricity trading arrangements and Industry Code governance. He maintains an active role in development of Industry Code modifications, with extensive involvement in BSC, CUSC and Grid Code modification workgroups.
Andrew is currently a member of the BSC Panel, Trading Disputes Committee as Panel Sponsor, and the Credit Committee. He previously served as a member on the Imbalance Settlement Group, Trading Disputes Committee and Q8 Committee. He also had a previous stint as a BSC Panel Member from 2010-2016, accepting Panel Sponsor duties for the Trading Disputes Committee and Performance Assurance Board during this time. As such he has a broad experience to understand how the BSC Panel and its appointed Committees support the governance of the Balancing Settlement Code and industry Trading Arrangements.
Thomas Edwards
Tom has been working in the electricity Industry for 11 years his roles include engaging with policy and regulatory change, modelling and forecasting revenues in the Ancillary Services, Power and Capacity markets, and advising clients in the supply and generation markets on market entry and regulatory change. Tom is currently employed by Cornwall Insight a leading independent consultant and provider of market intelligence on the UK energy sector.
Tom’s experience has been put to good use in practical ways as an active member of many development groups charged with considering and delivering changes to market rules, including the BSC, Transmission and Distribution charging areas. Tom was a member of the Network Access and Forwards Looking Charges and BSUoS Task Forces and has a thorough understanding of the interconnected changes proposed by Ofgem. Tom was a member of the Imbalance Settlement Group subcommittee and is currently the Panel sponsor for the Supplier Volume Allocation Group and the BMRS change board.
Tom is passionate about the data available in the electricity market, and is a keen user of the BMRS, National Grid Data Portal and ENTSOE Transparency tools, as well as being part of the modification group which helped to set up the BMRS change board. Tom would like to see transparent, timely and useful data made available to the industry where possible and is always keen to make sure data availability is considered as part of any change modification that comes through the BSC. In an Ideal world there would be one shop window with an easily accessible API for all electricity industry data, and hopes the new Elexon Insight platform can help deliver this.
Tom has engaged with emerging business models such as Battery Storage, Community Energy and Electric Vehicles. Tom understands the complexities facing the future of new technologies and is looking forward to engaging with new entrants as part of the BSC sandbox programme.
Engaging with a wide range of energy companies has given Tom an appreciation of the importance of market arrangements that deliver fairness, transparency and encourage competition.
Rhys Kealley
Rhys first started in the energy sector in Western Australia in 1999 with the Government department responsible for structural energy market reform. He supported the taskforce to disaggregate the state-owned monopoly electricity supplier, and he chaired a workgroup with independent generators to design the first electricity balancing market for the state.
He then had roles in long-term demand forecasting for the Victorian Energy Networks Corporation, and as a power & utilities analyst for EY and PwC focussing on the transitions in the energy sector.
Rhys joined British Gas in 2017 to lead on energy market reform for the Energy Settlements team and is now the Head of Energy Market Design for Centrica Business Services. He is responsible for drafting consultation responses and change proposals, coordinating process and system changes in response to gas and electricity industry releases, and he has delivered strategic settlement projects unlocking the benefits of smart meter data at British Gas.
He represents Centrica & British Gas at a range of energy industry and regulatory forums and has been an independent industry representative on the Balancing and Settlement Code Panel, and for Ofgem’s Market-wide Half-Hourly Settlement Design Advisory Board.
Rhys has a degree in applied mathematics, and lives with his family in London.
Mark Oxby
A results-driven professional with managerial experience, coupled with over 35 years UK energy market experience, including UK power trading, market regulation, ancillary services and technical analysis. Employ a keen sense of risk and organisational analysis to recommend opportunities for change, and recognised for the ability to apply quantitative skills in practical operating environments to facilitate improvements to data gathering, analysis, and reporting. Leverage strong project planning expertise, and leadership capabilities to work collaboratively with people at all levels.

Michael Robertson
I have 18 years’ experience working for ScottishPower Energy Retail.
My current role is as process owner of Settlement Operations.
My key areas of focus that feed into the BSC include:
- Continuous drive to improve NHH Performance for ScottishPower
- working with internal & external parties who directly impact NHH Performance
- ensuring the business is compliant within the BSC
- support for the annual BSC Audit
- implement any industry changes that impact Settlement Processes on internal systems
Lisa Waters
Lisa has considerable experience in BSC governance having sat as a BSC Panel Member, an ISG Member, a Credit Committee Member and participated in a number of BSC Modification and Issues Workgroups.
The nature of Waters Wye Associates’ work means that she is well aware of the challenges faced by both BSC Parties (generators, traders and Suppliers) as well as those outside the BSC, but whose companies are shaped by how we develop the market (small generators, storage operators, customers etc.)
Lisa’s career history gives her a unique breath of experience to bring the BSC Panel. She owns an EV and has solar panels so she is personally switched on to issues! She hopes that over the next few years the BSC Panel Members will support efforts of industry and Elexon to facilitate new technologies and business models while maintaining the robust central Settlement that BSC Parties rely on.
